Chief Wallentine has served as an expert witness in numerous state and federal courts, a consultant for the U.S. Department of Justice Office of Civil Rights, and has served as a Special Master in civil rights consent decrees.  He is a facilitator for the Outward Leadership and Outward Inclusion workshops of the Arbinger Institute.
Chief Wallentine is the editor of Xiphos, a national monthly newsletter now in its 26th year, educating officers on criminal procedure and liability issues.  His desk book on criminal procedure, Street Legal: A Guide for Police, Prosecutors & Defenders, 2nd edition, was published by the American Bar Association Publishing Company and is widely used in law schools and criminal justice programs.

Pat, MPA, ARM, has worked in the public sector for 38+ years working in Risk Management, Safety, Claims and Insurance Pooling. Pat has been a Risk Manager for 10 years (Draper City and Jackson County, Oregon) and worked in Insurance Pool Administration for 28+ years (PRISM, WSRMP and CAPRI). He has spoken at various insurance/pooling conferences, annual membership and Board of Directors meetings on various insurance, risk management and safety related topics. Pat is married with three children and three grandchildren.

A former award‑winning television journalist with nearly two decades of experience in markets such as Seattle and Salt Lake City, Roxeanne draws on her extensive media background to build trust, transparency, and clear messaging under pressure.

Heather brings over 25 years of experience in defending government entities, and law enforcement officials in particular. Using negotiation and alternative dispute resolution, and litigation when necessary, she has successfully addressed complaints of premises liability, deprivation of civil rights, and personal injury.
Honored by organizations such as Martindale-Hubbell, Mountain States Super Lawyers, Utah Business Magazine, and others, Heather has shown herself to be an attorney of distinction. In her spare time, Heather enjoys spending time with her family and her dogs, running, and watching sports.
